March 23, 2022, marked the 62nd World Meteorological Day, and this year's theme was "Early Warnings, Early Action."
In recent years, extreme weather and climate events—such as heavy rainfall, flooding, droughts, typhoons, heatwaves, cold snaps, and sandstorms—have been occurring more frequently and with increasing intensity. What were once considered "once-in-decades" or even "once-in-a-century" occurrences now seem to be becoming far more common. The World Meteorological Organization has called for stronger collaboration among national and regional meteorological and hydrological services, disaster management agencies, and development organizations, emphasizing the critical importance of robust early warning systems. This is essential for enhancing preparedness, prevention, and response efforts in the face of these growing threats.
The tasks and goals for high-quality meteorological development have been clearly outlined in the 14th Five-Year Plan, calling for accelerated scientific and technological innovation to enhance intelligent, precise capabilities in monitoring and forecasting meteorological disasters, expand coverage while ensuring timely alerts, and strengthen scientific and robust measures for preventing meteorological disaster risks.
Given the frequent occurrence of extreme weather events, Huateng has been dedicated in recent years to the research and development as well as production of meteorological warning products, resulting in two key solutions: the Emergency Meteorological Observation System and the Short-Range Forecast Visualization Platform.
Emergency Meteorological Observation System
The emergency meteorological observation system comes in a series of products, including basic, enhanced, and comprehensive models. These systems are equipped with advanced observation tools such as automated weather stations, X-band all-solid-state weather radars, and wind-profile LiDARs. They not only enable the measurement of conventional meteorological parameters like temperature, humidity, and wind but also allow for the detection of additional elements, such as precipitation cloud intensity, distribution patterns, and cloud-top heights. Using satellite communication systems and 5G networks, real-time meteorological data collected on-site—and even live video footage—are transmitted directly to meteorological agencies. Additionally, these systems support video conferencing with command centers. Power is supplied via municipal electricity, generators, and UPS units, while the vehicle itself is fitted with air conditioning and essential life-support amenities.
Application areas: emergency management, meteorological monitoring, scientific research, water resources, civil aviation, agriculture, forestry, and critical event support services.

(Integrated Emergency Meteorological Observation System)
- Short-term Rainfall Visualization and Early Warning Platform
The short-term rainfall visualization and early warning platform leverages advanced technologies such as precision rainfall detection radar (with a single radar capable of monitoring rainfall within a 36-km radius), water-level and rainfall sensors, image recognition, alert dissemination, IoT, and AI-driven big data analytics. By continuously monitoring water levels and rainfall amounts at urban flood-prone areas in real time, the system delivers highly accurate gridded rainfall data alongside multi-source precipitation data through seamless collection and integration. The platform consists of two main components: a front-end data collection system and a back-end short-term rainfall visualization and early warning platform. The front-end includes two sets of regional precision rainfall radar systems and two emergency meteorological support vehicles. Meanwhile, the back-end serves as the primary display platform, enabling functions such as water-level monitoring, forecasting, flood risk alerts, high-precision gridded rainfall data visualization, flood information retrieval, and decision-support services.
After the platform is established, it will achieve precise detection of rainfall intensity and enable accurate urban rainfall warnings. It will provide the command and dispatch center with real-time rainfall data—specifically, the amount of rain at each 60m×60m grid point within the monitored area—recorded every two minutes. This capability will drive forward the city’s smart city development, enhance infrastructure for drainage and flood prevention, facilitate proactive emergency preparedness and disaster response efforts, and continuously strengthen the city’s ability to prevent and mitigate urban flooding.
